FUPTP was developed in 1986 as RMCFS Family Department caseworkers who provided home visiting services to teen parents saw first hand that siblings of teen parents were severely at risk of being negatively influenced and becoming teen parents themselves.

Based on the premise that primary prevention activities that promote abstinence through a life options approach will reduce the incidence of pregnancy among youth, FUPTP works to improve life opportunities for participants. FUPTP has evolved dramatically throughout the past two decades, however the original premise is still in tact.

FUPTP utilizes a nationally recognized, copyrighted curriculum to promote abstinence until marriage and empower youth to develop healthy life skills. The curriculum was developed and published by Rosalie Manor, and contains the following topics:

  • Foundations for Abstinence
  • Self Esteem and Self Concept
  • Thoughts-Feelings-Action Cycle
  • Values & Goal Setting
  • Communication
  • Developing Healthy Relationships
  • Adolescent Development
  • Sexual Relationships & Sexually Transmitted Diseases

In 2001, Rosalie Manor formed a coalition with other Milwaukee community-based organizations to promote abstinence citywide. The Milwaukee Alliance for Abstinence (MAFTA) is comprised of the following organizations: New Concept Self Development Center, Milwaukee Public Schools (Best Men program) and Northcott Neighborhood House. The coalition is currently funded by the Department of Health and Human Services, Administration for Children and Families Community Based Abstinence Education Program (CBAE). One of the best ways to lower the teen pregnancy rate is to provide programming for youth that not only educates, but that allows youth to form positive peer groups. The RMCFS FUPTP program currently services youth between the ages of 12 and 18 years through an after school program facilitated in five Milwaukee area schools. In addition, approximately 3,000 youth receive classroom presentations on curriculum topics.
